LONDON - British police are questioning a man under the Official Secrets Act.

They say the man, in his 20s, was arrested Wednesday in Leeds, central England. He's also suspected of violating the Explosive Substances Act.

Police would not comment on reports in the Yorkshire Post that the  man was planning to pass military secrets to Russian agents.

In a speech Monday, Jonathan Evans, head of Britain's domestic spy agency MI5, said vital resources needed to tackle terrorism were being diverted to stop foreign intelligence agents from stealing sensitive information on civilian and military technology.

He singled out agents from Russia and China.
