HALIFAX - Nova Scotia's energy minister says he hopes to make a final decision on the future of hydraulic fracturing before the provincial legislature convenes Sept. 25.

Andrew Younger received the final report from a panel headed by Cape Breton University president David Wheeler, which recommends the practice should not proceed at the present time.

The 387-page report, which comes after a six-month study, says fracking shouldn't be allowed until more research is done on health, environmental and economic impacts.

It also says fracking shouldn't proceed until a process to establish community permission is designed.

A two-year moratorium on fracking was implemented in 2012.

Younger says he will respond in detail to the recommendations once he has read the report.
