Prime Minister Stephen Harper will deliver the Conservative government's latest economic update on Monday, Infrastructure Minister John Baird has told CTV's Question Period.

Harper will travel to Saint John, N.B. to deliver the update. It will cover topics such as taxation, banking measures and infrastructure spending, Baird said.

He declined to specify what economic indicators the update will include, saying only that "we've made great progress since June."

The government gained approval for its economic stimulus plan last spring by promising the opposition parties it would issue a series of economic report cards.

Harper's decision to make the announcement away from Parliament Hill was to avoid living "in a bubble in Ottawa," Baird said.

"He wants to get out of the capital, talk to real people right across the country."

Baird also denied that a disproportionate amount of economic stimulus money is going to Conservative-held ridings, as Liberal Leader Michael Ignatieff charged last week.

"They make it up as they go along," Baird said. "Any fair examination of our infrastructure plans will show that we've been fair and transparent."

The Liberals have also said that only a small fraction of infrastructure projects announced as part of the Conservatives' economic stimulus plan are actually creating jobs.

"That's a bunch of baloney," Baird said in response. "We see substantially more than 75 per cent of projects that were slated to begin this year... are incurring expenses."

The Liberals are threatening to hold a non-confidence vote in Parliament, which could come this week. However, the NDP and the Bloc would need to vote with the Liberals to bring down the government.
