SASKATOON - Canada's doctors say changes need to be made to improve health care, but it doesn't appear they agree on how to do it.

Doctors have gathered in Saskatoon for the Canadian Medical Association's annual meeting, where they'll discuss resolutions today that could lead to a new blueprint for health care.

Association president Dr. Robert Ouellet says that will include a proposal for activity-based funding - where hospitals get money based on the number of patients treated.

The reaction from doctors at the meeting Monday was mixed.

Dr. Trina Larsen Soles, from Golden, British Columbia, says she doesn't disagree with a report calling for change, but she is concerned that rural hospitals could suffer under activity-based funding.

Ouellet says something must be done because the current system isn't sustainable and he acknowledges more than one solution is needed.
