HALIFAX - Nova Scotia's Conservative government will introduce a bill later today which will likely result in a provincial election.

Finance Minister Jamie Muir says legislation to amend the Finance Act will be treated as a confidence motion and will be debated tomorrow, although it's not known when or even if it will come to a vote.

The amendment will allow the minority government to use funds that are mandated by law to go to debt reduction, in order to fund programs and services.

Muir says without the change to free up so-called offshore offset funds the government would have been forced to make "significant reductions" in areas such as health care, education and social services.

NDP Leader Darrell Dexter says if the situation was so desperate then the government should have tabled a budget long ago.

Both the NDP and Liberals say they won't support legislation that is aimed at keeping the Tories out of deficit for the 2008-09 fiscal year.
