LOS ANGELES - Quebec's premier says his government won't impose new taxes or raise tariffs to protect the environment.

Premier Jean Charest says in an interview with The Canadian Press that the fight to curb greenhouse gases won't be used as an excuse to line the province's coffers.

Charest says he won't link environmental issues to public finances, saying they are two separate challenges.

Quebec Environment Minister Line Beauchamp says the government will hold public consultations as it aims for a reduction of the province's greenhouse-gas emissions by 10 per cent before 2020, compared to 1990 levels.

Charest is in California attending the Governors' Global Climate Summit, an international conference on climate change with representatives from at least 70 countries.

The conference is intended to build bridges between states and provinces committed to climate change.
